Earth Station and Radar Operations
A licence is required for the establishment and operation of an earth station or a radar directed towards the upper atmosphere or space. The competent licencing and regulatory authority is the Finnish Transport and Communications Agency Traficom.
The establishment of an earth station or radar, as well as the operation of earth stations and radar systems, is subject to authorisation, except for the ordinary use of satellite services. Regulated earth station operations involve the reception of data and signals from space from various systems and their transmission to space. Radar operations include the transmission of radio signals and laser pulses into the upper atmosphere or space and the reception of radar echoes reflected from them.
Operators are required to report their activities and customers to the licencing authority annually. Additionally, operators must promptly notify Traficom if they have reason to suspect a threat to national security or a significant cybersecurity incident.
