Space activities require authorisations
Space activities require authorisation from the Ministry of Economic Affairs and Employment. Authorisation and supervision procedures lean on the Act on Space Activities (63/2018), and its supplementing Ministry of Economic Affairs and Employment Decree on Space Activities (74/2018).
If you are sending a satellite or other space object to space, contact the Ministry of Economic Affairs and Employment in good time and submit the application for authorisation to the ministry no later than six months before the planned launch of the space object.
The possession and use of radio transmitters for space objects and Earth stations generally require a radio licence granted by the Finnish Transport and Communications Agency (Traficom), unless the device has been specifically exempted from the licence (Electronic Communications Services Act (917/2014), Chapter 6). Furthermore, the establishment of a Earth station or radar and the operation of Earth station and radar activities may generally only take place if Traficom has granted prior approval for it (Act on Ground Stations and Certain Radars (96/2023), 1–4 §).
