The European Union will begin providing secure satellite connections to its Member States at the end of this year. The plan is to offer Members States high-speed broadband connectivity in areas where no terrestrial connections are available. In April, the Ministry of the Interior launched a preliminary study on the adoption of secure satellite connections.

Preliminary study to produce information to support decision-making

The Ministry of the Interior is the national authority responsible for the EU’s secure satellite connections. The responsible authority is tasked with managing services and with organising the matter in the Government, compiling the views of different branches of government and to promote national adoption through cooperation.

The preliminary study set up by the Ministry of the Interior will examine Finland’s national needs and the costs for using the new solutions. In addition to the Ministry of the Interior, the project involves the Ministry of Economic Affairs and Employment, the Ministry of Transport and Communications, the Ministry for Foreign Affairs, the Ministry of Defence, the Ministry of Finance and the Prime Minister's Office.

The EU’s Secure Connectivity Programme offers high-speed and secure communication connections

The goal of the EU's Secure Connectivity Programme (2023–2027) is to adopt the new IRIS² satellite constellation, which will improve resilience, interconnectivity and security. The system offers high-speed and secure communication services to European citizens, private businesses and governmental authorities. The preliminary national study will focus on the adoption of services for public authorities and administration.

The new high-speed and secure services will be based on the resources of the current GOVSATCOM component. GOVSATCOM is developing a secure satellite communications service for public authorities and administration based on the satellite solutions currently in use by Member States. By the end of the decade, IRIS² will offer users high-speed broadband connectivity in areas where no terrestrial connections are available.

IRIS² = Infrastructure for Resilience, Interconnectivity and Security by Satellite
GOVSATCOM = Governmental Satellite Communications
