Call for Tenders Open: €12 Million for Smart Water Management Solutions

The PCP WISE project, funded by the European Union’s Horizon program, has launched an Open Call for Tenders inviting European companies to develop new solutions for preventing water-related disasters caused by climate change. Forum Virium Helsinki, the City of Helsinki’s innovation company, is coordinating the pilots in Finland. Innovators who leverage space data are also sought.

A Europe-wide consortium of 26 partners is funding a total of €12 million in research and product development to find new solutions for advanced water management planning and monitoring systems.

The solutions sought through the call for tenders will improve urban water management and climate resilience by leveraging satellite data and combining it with on-site information. The goal is to proactively address the growing threats of climate-induced water disasters by utilising the latest technology and multidisciplinary expertise.

The developed solutions will continuously monitor soil moisture, groundwater levels, and surface waters and forecast future scenarios. The project also aims to create risk indicators that warn of infrastructure instability resulting from water management issues. The deadline for submissions is 7 January 2026, 17.00 CET.


Solutions to Be Piloted in Six European Countries—Helsinki Is One of the Pilot Cities

The solutions will be piloted in Finland, Denmark, Slovakia, Spain, and the regions of Belgium and the Netherlands. Forum Virium Helsinki, the City of Helsinki’s innovation company, is coordinating the pilot in Helsinki, which focuses on the Malmi area. The pilot aims to solve challenges in the built environment, such as stormwater management and groundwater levels.

“In Helsinki, we have identified challenges like water management at construction sites and land subsidence, which can lead to infrastructure damage, the exposure of acidic clay layers, and issues for green spaces. On the other hand, excessive water in urban areas can cause flooding and damage the built city environment,” says Meri Vainio, project manager at Forum Virium Helsinki.
 

Seeking Diverse Expertise from Companies

The call for tenders is open to individual entities, companies, and consortiums that combine expertise from various fields, including:

  • Civil and water engineering
  • Climate services and innovative technologies
  • Earth observation and remote sensing
  • Artificial intelligence and data science
  • Digital twins and GIS technologies
  • Hydrology and environmental modeling
  • Meteorology and climate scenario modeling
  • Legal and contract experts (AI, IPR, EU standards)
  • Innovators who leverage space data
