Draft legislation on space activities circulated for comments
The Ministry of Economic Affairs and Employment is requesting comments on the draft government proposal that would amend the legislation on space activities, ground stations and certain radars. The consultation period ends on 23 February 2026.
In the proposal, the licensing and supervision tasks of space activities and satellite remote sensing would be transferred from the Ministry of Economic Affairs and Employment to the Finnish Transport and Communications Agency Traficom. The aim is to clarify and harmonise the licensing administration and to improve the operating conditions of the space sector. At the same time, the Act on Ground Stations and Certain Radars would also be amended to harmonise procedures.
In the future, Traficom would grant permits in accordance with the Act on Space Activities and would be responsible for supervision. In cases that have a significant impact on national security, the permit would be granted by the Government.
The draft act specifies the scope of application, clarifies the orbital transfers of space objects and harmonises the provisions on surveillance, disclosure of information and fees. In the future, a penalty payment could be imposed for violating the obligations of the Ground Station Act. In the most serious cases, a penalty payment for a violation of the Space Activities Act or the Ground Station Act would be imposed by the Sanctions Board operating in connection with Traficom.
